The U.S. Treasury's Financial Management Service (FMS) and the U.S. Office of Personnel Management (OPM) have selected RSA Security's Federated Identity Manager to help meet the E-Authentication Initiative.

E-authentication was set by the Federal government which in turn is meant to support George W. Bush's E-Government Agenda. The initiative aims to provide a standardized process for establishing and using electronic identities. Individual agencies should no longer need to develop a separate solution for verfiying identities and electronic signatures.

Federated Identity Manager uses the Security Assertion Markup Language (SAML) to securely share trusted identities across departments, agencies and business units.

The FMS is the the money management arm of the U.S. government providing centralized payment, collection and reporting services.

OPM is chartered to devolop the diverse Federal Government workforce.

For identity management purposes OPM is a relying party and an asserting party. An asserting party generates and provides the trusted identity credentials.
