The PRINCE2 Process, Managing Product Delivery (MP) sets down the basic steps for a Team Manager to manage the interface between and external team and the Project Manager.
What is it? MP is a smaller version of Controlling a Stage. This is because the Team Manager accepts the Work Packages after agreeing them with the Project Manager, actually executes the packages and delivers them back to the Project Manager.
The aims of the process centre on individual packages. For each Work Package-
*Negotiate details of the Work Package with the Project Manager
*Plan, allocate, track progress, report progress, record in the Quality Log, control changes all within the package.
*Give it back.
An essential element of the process is "agreement". The Project Manager does not just dish out Work Packages and expect them to be done. The Team Manager has to "accept" it with its various constraints and requirements. Conversely the Project Manager should have a reasonable expectation that sufficient resources will be provided, and their level agreed beforehand.
Why? Although the Project Manager has day-to-day control of the project, the work to produce something tangible still has to be done.
MP creates a mechanism through which the Project Manager can ensure that work is actually carried out. From the Team Manager's perspective, she can allocate resources and complete work to deadlines with more purpose.
The Team Manager has a mechanism for fulfilling her role of ensuring production of products defined by the Project Manager to an appropriate quality, in a timescale and at a cost acceptable to the Project Board.
Who The main player in MP is the Team Manager who has responsibiltity for production of the products.
The Project Manager is a party by virtue of the fact s/he has to agree the Work Package.
There may be more than Team Manager. For instance their may be a network manager, who accepts a Work Package based on ensuring bandwidth and test team manager, who has to ensure software meets requirements.
